maintained he is going to repeal what he calls obama care and replace it with his own. now we are finding out exactly what he would keep and what he would discard of. >> the position softened. one of the big things, polls support the idea that people with pre-existing conditions should get coverage. he is saying, backs that part of the reform. get to that. big story -- breaking news from your old stomping ground of chicago. where public school teachers are set to strike this morning for the first time in quarter century. teachers, parents, students all facing a very tough situation. could be some messy days in the windy city. >> got a message from one friend, she had to call out of work. who will watch the kids? later, big names and big games, sanchez, manning, rg iii and the big stories and how we did with our predictions. uh-huh. >> still bitter. nothing to say about yesterday's games. >> revel right now. >> saints, what's going on.

we begin the half-hour with a developing story. federal public health experts are expected to link cancer to that toxic dust around the ground zero site in new york. >> first responders, rescue, recovery workers, people who lived and worked in the area complained about illnesses. some people got sick soon after terror attacks 12 years ago tomorrow. "the new york post" reports victims who suffered from up to 50 different types of cancer, yes, 5-0, 50, may finally get compensation for the health care should feds seen off on the long-awaited report. as many as 400 people have died from cancer since 9/11. >> this law, talking about was actually passed two years age originally did not cover cancer because of a lack of evidence here. despite hundreds of sick folks, sick folks said i got it from the toxic dust here. as you heard, 400 people have died here. and they're waiting for this cancer link is important. that is going to free up money from what they call victim

compensation fund, $3 billion. a lot of money here that can go to medical care for these folks. cancer link was holding up the money. two years after the law passed some folks weren't receiving money. today's news is important. >> scientific evidence that the dust is what its creating a lot of the cancers? >> right. now that health officials have spoken out. a cancer link that should free the flow of money. $3 billion worth to thousand sickened by the dust. incredible news for the survivors of the tragedy. >> 50 different types of cancer as well. >> i know. health ramifications on and on. keep an eye on that. keep it here on abc news. with that we turn to breaking news this morning out of chicago. public school teachers are going to strike this morning. talks on a new contract collapses late last night. now, 29,000 teachers and support staff are set to hit the picket line this morning. it is the first teachers' strike in chicago in 25 years. the city and the union have been battling over pay and job security. it means no classes now for more

than 400,000 students. chicago actually is the nation's third largest school district. imagine the nightmares for those families. >> yeah, '87 strike lasted 19 days. hope they can get it finished for the kids. to politics. president obama back at the white house after a campaign swing through florida. and the future of health care was a main topic yesterday. abc's david kerley explains. >> it is mitt romney's mantra repeated nearly daily. >> we will get rid of obama care. >> stop it day one. >> replace it with something better. >> reporter: surprise when it sounded like the republican was changing positions. >> i am not getting rid of all health care reform. a number of things i like in health care reform. i will put in place. one is to make sure those with pre-existing conditions can get coverage. >> alug families to cover their children indefinitely. a shift in position, no, says the romney campaign.

romney wants to replace what he calls obama care with his own plan. but romney would include some of the very same elements in the president's effort. >> basic idea since government can't do everything it should do almost nothing. if you can't afford health insurance, hope you don't get sick. >> reporter: the president's defense came in florida where he got quite a welcome. and a lift from a pizza joint owner. he had breakfast with seniors before renewing his attack on the romney/ryan medicare plan. >> their budget plan for medicare would bankrupt medicare. no american should have to spend their golden years at the mercy of insurance companies. >> reporter: it has been a campaign season short on specifics by both sides. something bill clinton pointed out about the romney plan, to close tax loopholes. >> then you ask, well, which loopholes? how much? you know what they say -- see me about that after the election. >> reporter: paul ryan was asked for specifics.

>> the best way to do this is show the framework, the outlines of the plans and work with congress to do this. how you get things done? >> isn't that a secret plan? >> no, what we don't want is a secret plan. >> why not specify loopholes now. >> we want to have the debate in public with congress. >> ryan's refusal to name specifics drew rebukes from team obama. vice president biden told the crowd he could not name a loophole. the president calls the romney/ryan plan, just bad math. david kerley, abc news, the white house. >> 57 days to go. right? where is my calendar. 57. >> slowly getting there. >> interesting, again he does agree with -- the pre-existing condition but said, romney said i would like for families to be able to insure family members, whether that is children, beyond, infinite period. not until mid 20s per se. >> he has to couch his position on health carolinafully. he had reputation early on.

being a flip-flopper, it came to individual mandate. or assault weapons bans. now this one. he has to couch it in the way, clarifying my position. i'm elaborating on it, not backtracking. what the obama campaign is going to paint it as the. >> trying to give specifics, minor specifics. >> from the repeal to supporting parts. a tragic note from the campaign trail. a motorcycle police officer escorting president obama's motorcade in west palm beach, florida was hit by a pickup truck and killed yesterday. the officer was a 20 year veteran rather of the jupiter, florida police department. president obama didn't see the accident. passes along his prayers to the officers' family. drivers are seeing no immediate relief from high gas prices. after labor day. the national average price for a gallon of gas is $3.83. up 16 cents from last month. analysts predict drivers will get a break now that refinerie are back in business after

poll shows the president with a five-point lead over governor romney. republicans are ramping up their efforts in wisconsin. >> here in wisconsin we are not better off under president obama. >> governor romney went to church in massachusetts after hammering home his own economic message. >> if this president's re-elected you will see chronic high unemployment continue another four years or longer. >> president obama accuses his opponent of fuzzy math. >> governor romney said he wouldn't take a deal with $10 of spending cuts for $1 of revenue increases. and the problem is the math or arithmetic as president clinton said doesn't add up. >> reporter: the race to add up swing states intensifies. ann compton, traveling with the obama campaign in florida. >> interesting part here too, the new gallup poll out shows the president nationally has a five-point lead. saying he did get a bounce out of the convention in charlotte. really with the romney campaign, looking at carefully, state of

ohio. a battleground state. now the president according to latest polls has a high single digit lead in the state. if romney does not win ohio, path to the white house gets very, very difficult. so they're really watching the state closely out there. the advantage of the obama campaign is of the undecideds, 6%, 8%, of those, mostly are demographics that don't like the president too well. mainly white, some with college education, economically stressed, middle-aged. the president struggles in the groups. numbers getting interesting. >> a lot of people will be fascinated despite the jobs report he got such a bump. but the polla but the poll actually factored in, it was factored into all of that. a five-point edge over romney, biggest since july. >> crazy too. all this underscores, a thousand more polls, things will change. >> 9,000 actually. >> 9,000. shows you how much waite weigei

give to the debates. president obama campaigned in florida. a police officer on a motorcycle working security for the president's motorcade was hit by a pickup truck and killed. the officer, a 20-year veteran of the jupiter police department was helping shut down interstate 95 ahead of the motorcade when she was struck. the white house says the president did not see the fatal accident. iraq is reeling from one of the deadliest days since withdrawal of u.s. troops. 90 people killed, two dozen bombings and shootings. more than 350 wounded. many attacks targeted soldiers and police recruits. so far no one claimed any responsibility, but the government is blaming al qaeda. there was even more bloodshed ein syria. a car bomb in aleppo killing 17 and wounding several others. fighting continued throughout the country between government

troops and rebel forces. several military offers and civilians were also killed when a roadside bomb blew up a bus. go ahead. >> the concern here is that a lot of these extremist groups are going to start popping up too. shortly, just a couple hours before this blast, a jordanian militant leader linked to al qaeda warned his extremist group will launch deadly attacks to help the rebels in syria topple assad. so you see a lot of extremist groups, just kind of joining the cause as well. >> some folks advocated american action in syria. if you don't get there and get control, get assad out of office that becomes fertile ground for terrorist groups to come in. take advantage of civil unrest andy ya create a headquarters f themselves. death toll, more than 20 t. >> 21 t. >> heartbreaking. the fbi is closer than ever to using new science to catch criminals. the system that the agency is working on uses eye scans and

the script was horrible. i left really disappointed. a shame because the cast is really extraordinary. kirsten dunst, main central, and rebel wilson, in the "bridemaid" film, the central character in this movie. story about old friend who end up becoming the bride maids at their friend's wedding who they used to make fun of in high school. instead of attending to the bride and making sure things are going acording to plan that if decide to go out before the wedding, ditch the bride and get wasted. in doing so they ruin the bride's dress. the ending barely comes together at the end. you are left wondering whether to laugh or cry for this bride. take a listen to some of the reactions. >> the worst movie i have ever, i was really looking forward to it. the premise was amusing. it was awful. didn't know what whether it was a comedy or drama. it was just stupid. >> there were funny things.

>> almost 150 chicago schools will open in the morning though. just so students can get breakfast, lunch and have some kind of supervision. there will not be any classes there. the first stoppage in chicago since 1987, lasted 19 days back then. we'll see how long this one lasts. >> it is sad. you can agree with the mother. 400,000 students will be displaced. that will put an unnecessary burden on the parents what do they do for child care, all the athletes, friday night football, have scholarships on the line. the trickle down effect for this is unbelievable. apparently there is a huge rift between the chicago mayor and union chief. they're close on compensation, what they weren't close on, was medical benefits and the makeup of the teacher evaluation system, and job security. but 400,000 students. >> speaking of salary. i thought this was interesting. district officials say teacher's average pay in chicago is $76,000 a year. that strikes me for teachers as

a very livable, decent salary. >> they offered the teachers, 16% pay raise over four years and host of benefit proposals, allegedly. >> meanwhile, speaking of money. 84% of the city's public schoolkids qualify for free or reduced lunch. tells you the poverty they're dealing with. hardship for families to get money to find other ways to take care of their kids. for however long this goes on. >> strike of '87 lasted 19 days. let's hope they can get this one done a little more expeditiously. to presidential politics now. with 57 days to go before the vote, we learned overnight the obama campaign raised $114 million during august. far exceeds earlier monthly fund raiser totals. the president campaigned in florida telling voters there his fate rests in their hand. and the romney campaign raised more than $111 million during august, best month of fund-raising thus far. romney traveling to ohio for a rally in mansfield. during a campaign stop yesterday he said he would keep some parts of the president's health care overhaul including coverage for

pre-existing conditions. the first time we have heard him say anything quite like that. >> said before, i will repeal. i'm going to repeal. day one, i will repeal. now, a slight softening. of that position. >> he says i will repeal it and replace it with his own. we didn't know what parts of his own he would maintain. >> now hearing it, yes. finally. the latest gallup poll suggests president obama picked up some momentum after the big convention in charlotte. in august the two candidate were basically in a dead heat. >> the numbers put the president ahead by five points. abc's senior washington editor looks at a state in play. good morning, rick klein. >> reporter: rob, paula, ohio is the key. here is why. according to abc news latest race projections president obama is in line for 237 electoral votes to romney's 206. if you add in ohio's 18 votes. he has a commanding lead -- 255 of the 270 he need. he would need one or more states to take it all. if romney doesn't win ohio he

would have to win every other battleground state. to even have a chance. the president getting one of the photo-ops on the campaign trail. visiting a pizza shop. he got a literal lift. not bad coming out of the convention again. doesn't hurt that it was in florida. rob, paula. >> that guy actually, president said, man, look at your guns. if i eat some of your pizza, will i get guns like that. he said he will vote for him again, never saw the leader of the free world, bear hugged and picked up in a pizza joint. that was a rare moment on the trail. >> real quick -- ohio, no republican candidate has ever won the presidency without winning ohio. in fact, the presidency in general from 1904 through 2004, the candidate who won ohio, democrat or republican, won the presidency, 24 out of 26 times. ohio, uber important. 17 or 18. >> 19 electoral votes. >> maybe 19. >> that's what i meant. >> bellwether state, for sure. fighting hard for ohio.

see how it plays out. moving on to other news this morning -- a wildfire that erupted near jackson, wyoming, scorched more than 800 acres since saturday. tourists were temporarily ordered to evacuate a resort that had to be shut down over the weekend. residents are told to be ready to leave at a moment's notice. firefighters are facing more high winds later today. >> a big clean-up job is still under way here in new york, after the city got slammed by two very rare tornados. the twisters touched down moments apart in brooklyn and queens. damaging homes and taking new yorkers by surprise. we have more now from abc's ginger zee. >> oh, my god. look at the tornado. >> not only is that a tornado, but it is a tornado in new york city. one of two that ripped through queens and brooklyn. the first born around 11:00 a.m. on the water then hitting land, slicing through the beach community of queens with 70 mile per hour winds.

cabana roofs were ripped off and debris went flying everywhere. >> just 15 second of intense wind, white noise, things crashing all around me. >> 7:00 later, the same storm formed a new tornado, packing winds up to 100 miles per hour, whipping through brooklyn. >> holy [ bleep ] that's a tornado! >> today while erasing the evidence, it was still hard to grasp what had hit them. >> now is the clean-up. i started early this morning. i am almost done. but thank god we are okay. >> 13 other states from south carolina to maine were rocked by damaging winds. so the hardest hit, the nation's capital, more than 200,000 customers reported power outages. >> tornados are rare in new york city. there had only been 12 since 1950. that included one in brooklyn in 2010. ginger zee, abc news, new york. >> thank you, ginger. a different kind of storm that darkened the sky over phoenix. a giant cloud of dust, known as a haboob, arabic word for wind, blanketed the city.

the wall of dust stretching 2,500 feet in the air, so thick, some flights were delayed. drivers were forced to pull off the road. >> seen four or five of them in the area this year. wow. here is your monday forecast, everybody. still stormy in the southwest with heavy monsoons from new mexico to southern california. more scorching heat down in texas. also some thunderstorms around orlando, tampa and fort lauderdale. >> 91, miami. mostly 70s in the northeast, midwest. 80s from albuquerque to omaha, just 60s in the pacific northwest. talk about lighting up the night sky. there was a spectacular sight in reno, nevada. >> take a look at the special balloons known as dawn patrol. lighting things up at day break over the weekend. part of the great reno balloon race, featuring more than 100 balloons soaring above the crowd. that's beautiful. look at that. >> gorgeous. >> have you seen the movie with rapunzel in it, they have lights and balloons. >> no. >> what were they called?

well from a camping trip to the emergency room, what a road to recovery for a 7-year-old colorado girl who came down with an illness that dates back to the middle ages. >> thanks to specialists at a denver pediatric hospital her condition was diagnosed as bubonic plague. abc's clayton sandel reports. >> reporter: little sierra jane downing is in the hospital recovering from the fight of her life. >> can you get up and walk? >> i already did a little. >> reporter: the big-dimpled 7-year-old came down with what her parents thought was flu. >> my little sierra wasn't herself. >> reporter: then a seizure, her breathing stopped. >> i thought, "oh, my gosh, we're going to lose her." >> reporter: she was air lifted to rocky mountain hospital for children in denver, fever spiking, 107 degrees. >> i remember leaving that morning scared when i came back that night that she wasn't going to survive.

>> reporter: when doctors jennifer snow found clues, an unusually swollen lymph node in her leg and bug bites. >> that was my eureka, ah-ha moment. >> we are not really sure how to feel. >> reporter: then her parents remembered, just days before, the family had been to a campground where sierra jane found a dead squirrel. doctors suspect fleas jumped from the squirrel to their young host infecting her with bubonic plague. the same black death that killed 25 million people during the middle ages. but with an average of seven u.s. cases a year, a disease doctors rarely see. >> there is a saying in medicine if you hear hoof beats look for horses, don't forget about the zebras, more unusual diseases. in this case this is a zebra. >> it's okay to smile. >> reporter: thanks to quick thinking and antibiotics, sierra jane will make a full recovery. >> they sat her on my lap, she melted into me. and she goes, "mommy, it feels so good to be held."
